S Muthuraj

Born (10/ 04/1977) in a village named Nandireddypatti in Virudhunagar District, Tamil Nadu, to a family which is substantially engaged in agricultural activities. An ardent legal professional with substantial exposure to litigation, from being a Government Advocate and subsequently becoming a Member of the TNPSC and State Information Commissioner in the Tamil Nadu State Information Commission.

Muthuraj did his MBA in Human Resources and also completed his Ph.D on the thesis “A Comparative Study On Indian Public Service Commission And International Civil Service Commission (UN)”. This research topic compares recruitment, training, award and punishments in India in light of the international civil services (UN) and also it is first of its kind thesis published in India.

Muthuraj’s Moto

Most of the time Government of India and State Governments view only the education and work experience of the candidates as a criterion for selection to the posts of Chairman and Members to the Public Service Commissions across the Country.

His moto is to ensure that the appointment of Chairman and Members to the Public Service Commissions takes place with the candidates who possess qualities of belief in the concepts of democracy, social evolution without laziness, affinity towards the people of the country and the people of the world evolution, the wellness of living and non-living things as a lover of all beings, efficiency, integrity, enthusiastic to work, ability to handle the complex situation, national interest, individual merit, individual caliber, standardized measures, excellency, which also need to be valued. Most importantly they should be the ones who are not ready to give up the dignity of the position, even for the sake of their beloved children.

In a country with a rich culture and heritage like India, where there were millions of people ready to sacrifice their lives for freedom, it is not a difficult task to find 30 Chairman and 187 members to the Public Service Commissions with the above said qualities.
There is also a predominant allegation in the recruitment process especially on the interview stage, where the people allege that the interviews are mostly pre-fixed and biased. To curb this thought, the following may be enforced:

1. While preparing the Government of India Budget, the officials engaged in the said budget preparation isolate themselves from the society, thus enabling them to secure from any mode of influence and data seepage.

2. Likewise, during the interview process, the Chairman and Members of the Public Service Commissions may isolate themselves physically and digitally for the creditability of the Public Service Commissions.

By and large the ambiguous moto of Muthuraj is to apprise the above facts to the Government of India and the State Governments and to take all steps in ensuring its implementation throughout the Country.
